He was predeceased by: his parents, Charles Waters and Elizabeth Woods Waters; and his sisters, Phyllis and Geraldine. He is survived by: his wife Deborah L. Robinson; his children, Richard Waters (Eliza) of California, Timothy Waters (Jennifer) of New Jersey and Sandra Waters of Pennsylvania; and his grandchildren, Reese, Aidan, Emily and Benjamin.
