She was predeceased by: her parents, Betty Vraa and Telford Vraa; and her brother James Vraa. She is survived by: her daughters, Heather Cook of Dover, DE, Monique Jacob of Pasadena, MD and Thea Howard Parker (Mandy) of Dover, DE; her grandchildren, Jared, Zachary, Kyela and Kirstin; and her great grandchild Logan.
In lieu of flowers and cards, the family is requesting donations in Penny's name to the American Cancer Society.
