She was predeceased by: her parents, Evelyn Kinney (Kemp) and Donald L Kinney; her husband George Bailey of Camden; and her sister Eleanor K Duffner of Radford, VA.. She is survived by: her son Ronald Short (J. R.) of Magnolia; her grandchildren, Aubrey Short and Austin Short of Magnolia; her siblings, Beverly K Poore, Donna K Hicks of Dover and Donald Kinney; and her brother-in-law Richard Duffner of Virginia. She is also survived by numerous nieces and nephews.
In lieu of flowers, the family requests donations be made in Rita's name to the Camden-Wyoming Fire Company, 200 E. Camden-Wyoming Avenue, Camden, DE 19934.
