He was predeceased by: his parents, Joseph Phelan and Vida Phelan (Dumas); and his brothers, Richard and Robert Phelan. He is survived by: his wife Christine Phelan (Peterson); his brother Joseph David Phelan of Oak Harbor, WA.; his grandchildren, Madison, Thaddeus, Zachary and Marly; and also William of Wolcott. He is also survived by fur babies or animals and birds.
