He was predeceased by: his parents, Celestino Rios Lugo and Emelia Cuebas Mendez; and his siblings, Roque, Confessor, Clemencia, Cecilia, Felicita and Luz.

He is survived by: his significant other Barbara Cuebas (Allison); his children, Samuel Rios, Milagros Rios, Nidia Lebron, Robert Cuebas and Victor Cuebas Jr.; and his siblings, Thomas Rios and Ada Rios. He is also survived by several grandchildren, great grandchildren, cousins, nieces, and nephews.
