He was predeceased by: his wife Lorraine Baxter (Swokla); and his parents, Alfred E. Baxter and Eleanor Baxter (Silk). He is survived by: his children, Gerald S. Baxter, Jr. (Suzanne), Glenn A. Baxter, Kenneth A. Baxter (Carla), Keith A. Baxter and Norine Lord; his grandchildren, Lesley Baxter, Victoria Baxter, Michele Baxter, Gerald Baxter, III, Jennifer Baxter, Tucker Lord and Abigail Baxter; and his brother Ronald Baxter. He is also survived by many nieces and nephews.
