Garland of Salem, Connecticut, born in Charlottesville, Virginia, who passed away on November 10, 2023, at the age of 75, leaving to mourn family and friends. He is survived by: his wife Cynthia Hines-Garland; his sister Sandra Austin; and his sons, Craig D. Garland and Brian M. Hines.
