He was predeceased by: his parents, Edward T. Carter and Virginia Carter (Kimble); his son Edward Blair Carter Jr.; and his siblings, Dale Huggins and Peter Carter.

He is survived by: his wife Debbie L. Carter (Miller); his children, Tonya Carter (Charles), Lynn Brandt (Carl), Jeremy Brandt (Angela) and Justin Carter; and his grandchildren, Connor, Brooke Simmons, Corie Miller and Trenton Brandt. He is also survived by several nieces, nephews and cousins.
