He was predeceased by: his wife Gwendolyn Lauderdale Baxter; his parents, James O. Baxter and Mabel M. Baxter (Eder); his sister Florence Baxter; and his grandson James B. Wheeler.

He is survived by: his children, Gregg Baxter (Penny), Deborah and Christine Moore (Charles). He is also survived by 12 grandchildren, 19 great grandchildren and 5 brothers.
