He was predeceased by: his parents, Joe Milligan and Minnie Milligan (Bell); his siblings, Dwight, Kenneth, Buck, Bert, Ada, Virgie, Wava, Ethel, Elsie and Korena; and his daughter Debra Kerker (Milligan).
He is survived by: his wife Darlena Owens; his sons, Darwin, Dennis and Dalen Milligan; his grandchildren, Dawna Kaiser, David Milligan, Dani Mendoza, Dena Brunelle, Becky Hutchings, Joseph, Faith Milligan, Kait Sobray, Ashley Frederickson, Destiny Milligan, Daniel, Dakota Williams and Matt Scott; his great grandchildren, Angeline, Jaylene, Kylene Jewell, Dylan, Allie, Eli Kaiser, Zerrina Mendoza, Drake Gandee, Drason Horn and Cecil Frederickson; and his stepgreat-grandson Tristen Stone. He is also survived by his children, grandchildren, and great grandchildren.
