He was predeceased by: his parents, Grattan Phelan and Willa Phelan (Lucille); his siblings, Marilyn, Don and Patricia; and his grandson Troy Phelan.

He is survived by: his wife Lucille Hammond of Craig, CO; his brother Gerry (Adele); his children, Sheila Balloffet (Armando), Sean (Tammy), Brian (Jo), Terrence and Patrick (Barb); his grandchildren, Nicole (Marco), Nathan (Jenn), Philip (Sarah), Jason (Jordan), Sara (Patrick), Dylan (Samira), Jessica (Matt), Casey, Alexander (Crystal) and Erin (Hayden); and his great grandchildren, Evie, Diego, Velvetina, Mateo, Finley and Anika.
