He was predeceased by: his parents, Youmbert Cecil Payne I and Mary Cornett Payne; and his siblings, Youmbert Cecil Payne II, Harold Bernard Payne (Hal) and Patricia Jane Joann Payne.
He is survived by: his former wife Mary Lou Koval Miller (Mickey); his children, Katherine Mary Payne Scaduto, Ronald Forrest Payne II, Patricia Nannette Payne and Diane Carole Payne Clegg; and his stepchildren, Brenda Green Bell, Hilda Green Heady Zahradnik, Deborah Green, Dr. James E. Green, Bonnie Green and Dr. Wm David Green. He is also survived by co-workers, friends, and family.
