He was predeceased by: his parents, Jim Welch and Ferne Welch (Richmond); and his wife Danae. He is survived by: his sister Gay Herron; his children, Tye C. Welch (Lisa), Abby, Allie, Todd R. Welch, Alyssa and Jessica; his grandchildren, Joshua and Eddie; his daughter Tiffany A. R. Troxel (Michael); his grandchildren, Caitlin and Chloe; and his children, Troy J. Welch (Patrice) and Hailey.

Colonel Welch was a member of the Sons of the American Revolution, Descendants of the Mayflower Society, Thomas Rogers Society, Fort Ticonderoga Foundation, Sons of Union Veterans of the Civil War, and the American Battlefield Preservation Trust.
