He was predeceased by: his parents, Frank Peter and Harriet Mary Balcer (Kozlowski); his wife Frances Jean Balcer (Cimmarusti); his sister Mary Zylla; and his brother-in-law Philip Zylla.
He is survived by: his children, Edward Balcer (Yvonne) of Ridgecrest, CA, Brian Balcer (Yorley) of Ridgecrest, CA, Jessica Lester (Sam) of San Antonio, TX and Christopher Balcer of Los Osos, CA; his grandchildren, Susannah Balcer, Emily Balcer, Ruby Garcia-Balcer and Kennedy Lester; his stepgrandchildren, Hazel Garcia and Gracey Garcia; and his goddaughter Kathy Evanilla of Temple City, CA.. He is also survived by numerous nieces, nephews, and great-niece and nephews.
