He was predeceased by: his parents, William Richard Carter and Kathryn Lestena Carter; and his sister Kathleen Bee. He is survived by: his wife Marcia Carter; his daughters, Tricia Smith and Sarah Sanders; his grandchildren, Zachary, Bella, Emma and Sophia; and his brother Robert Carter. He is also survived by numerous nieces and nephews.

In lieu of flowers memorial donations may be given to Oroville Caring for Women or Oroville Hope Center.
