He was predeceased by: his parents, Lillie Anne Pisarz and Exel Lusk Phillips; his wife Randi Phillips; his stepfather Clarence Eugene Jacobs (Jake); and his brother Edward James Phillips.

He is survived by: his brother Michael Jacobs; his son Rick Bellar; and his daughter-in-law Jeannie. He is also survived by 5 grandchildren, 12 great grandchildren, 4 nieces, and 1 nephew.
