She was predeceased by: her parents, Amos Wrisinger and Delka Wrisinger (O'Dell); her spouse Gene Franklin "Puny" Carter of Richmond; her brothers, Farrell Wrisinger and Larry Wrisinger; and her son-in-law Steve Felkins.
She is survived by: her grandchildren, Kelly Anderson (Evan), Laryssa George (Ronnie), Nettie Dickey (Phil) and Charlie Felkins (Crysta); her great grandchildren, Tommy, Zachary, Kaeli, Zane, Miles and Alice; her stepgreat-granddaughters, Cheyenne and Allie Dickey; and her great great grandchildren, Brayden, Elite and Reign.
The family suggest memorial contributions be made to the Bernita Carter Memorial Fund.
