He was predeceased by: his parents, William Franklin Kelly (Bill) and Annie Mae Laffety Kelly; and his siblings, Elmo Frances Kelly, Juanita Kelly Turner, Jessie Mae McClain and Betty Franklin.
He is survived by: his spouse Claravene McDougald of Jersey, AR; his children, Beverly Kelly Davis (Jerry) of Warren, Kenny Kelly of Stuart and Phillip Kelly (Kathy Kelly) of Rye; his brothers, John William Kelly (Joann) of Fisk, MO and Bobby Ray Kelly (Nancy Carol) of Pine Bluff, Arkansas.; his grandchildren, Kasey Davis of Little Rock, Kelly Davis Brown of Crowley, Trent Kelly (Natalie) of Austin, Laine Kelly of New Orleans, Teal Kelly, Ethan Kelly of Stuart and Paige LaCombe of Fordyce, Arkansas.; his great grandchildren, John Peyton Brown, Joseph Brown, Matthew Brown, Claire Clouette of Crawley, LA, Jude Kelly, Dash Kelly and Violet Kelly of Austin, Texas.; and his nieces and nephews, Dixie Curry (Jackie) of Rye, AR, Linda Reep (Jimmie), Becky Rauls (Buddy) of Warren, AR, Susan Smith (Paul) of Pine Bluff, AR, Luan Kelly (Robert) of White Hall, AR, Patty Doles (Quincy) of Farmerville, LA, Debora Sims (David) of Bastrop, LA, Donna Franklin of Denison, Wanda Rowland of Bonham, Diana Corvin of Clovis, Mike McDougald (Vicky) of Warren, AR, Martin McDougald (Carla) of Hermitage, AR, Shawn McDougald, Jeremy McDougald (Nanci) of Little Rock, AR, Richard McDougald (Karen) of Sumpter, AR, David McDougald (Carol) of Wynne, AR, Greg McDougald (Paula) of Jersey, AR and Tracy Scott Kelly (Debbie) of Fisk.
The family would like to express their deepest regrets, but because of the CDC recommendations for gathering and the spread of COVID-19, there will be a graveside service only at Oakland Cemetery in Warren, Arkansas, Friday, April 24, 2020, at 2:00 pm with Rev. Reuel Cruce officiating.
