She was predeceased by: her daughter Mary Inez Carter Welch; and her parents, Thomas Scott and Mary Scott. She is survived by: her husband James Carter of Texarkana, Arkansas; her sons, Richard Thomas Carter (Brenda) and Trace (Cassey Carter); her brother J. B.; her sister-in-law Karen Scott of Texarkana, Texas; and her grandchildren, Dalton Walker, Connor Walker, Kayce Tuberville, Will Carter, Colt Cater, Allissa Quinn and Calyn Parker. She is also survived by friends and other relatives.
