She was predeceased by: her parents, J. C. Freer and Elizabeth Garner Freer; her husband Glen Brandon; and her brother Sonny Freer. She is survived by: her children, Robin Noles (Carroll) and Lora Rice (Paul); her grandchildren, Jonathan Mertens (Lauren), Erica Hutchens (Michael), Justin Mertens (Kaila), Danny Rice Jennifer Rice (Heather), Miranda Rice and Robin Smith (Nick); her great grandchildren, John Mertens, Emma Mertens, James Mertens, Berkley Hutchens, Sierra Hutchens, Jace Sorrells, Avery Marvin, Maddox Smith, Adley Smith, Sean Rice, Ric Rice (Jessica) and Hayzel Rice; and her sisters, Susan Freer and Kathy Hardman (Jerry).

“I met Shelby in March of 1990. She was the FEP Claims Supervisor at Arkansas Blue Cross and Blue Shield and she interviewed and hired me. I really enjoyed working for her but it seems I didn’t get to do that for long before she retired. It was fun to listen to her tell stories, she was a great audience too. One night I was taking her home from work, she said to stop and get my husband, they were having a fish fry, and had PLENTY. She seemed so excited that I did, and we really enjoyed the night.”
