He was predeceased by: his parents, Thomas Wylie Starks, Sr. and Mabel Marie House Starks; his wife Jo Ann McNeill Starks; and his siblings-in-law, Carolyn Starks and Jimmy Overton.
He is survived by: his daughters, Joni Sligh Spakes (Greg) of Hot Springs, Alicia Sligh Clement (Dennis) and Courtney Sligh Moss (Jeff) of Sheridan; his grandchildren, Jordyn Spakes Horne (Ashley) of Hot Springs, Tanner Spakes (Sydney) of Hot Springs, Lindsey Jo Clement Irvin (Hunter) of Sheridan, Cassie Clement of Sheridan, Harrison of Sheridan and Anna Moss of Sheridan; his great grandchildren, Paityn and Levi Horne of Hot Springs; and his siblings, Mary Jeanette Starks Overton and Ernest Elliot Starks of Carthage. He is also survived by nephews, nieces, cousins, and friends.
