He was predeceased by: his parents, Grover E. Phipps and Madalene Phipps; his wife Betty Jo Phipps; and his brother Lawrence Dale "Buddy" Phipps. He is survived by: his children, Gregory Lee Phipps (Susanna) and Dorothy Marie "Dottie" McNeal; his stepdaughter Stacy Duncan (Jarrod); his grandchildren, Carrie Marie McNeal, Elizabeth Grace Phipps, Wyatt Lee Phipps, Eva Grace Duncan and Chloe Elizabeth Duncan; his siblings, Wilbur Ray Phipps (Len), Hilda Clay, JoAnn Ridings, LaVern Phipps, Linda Tarleton and Bernice Archer; and also Nancy E. Phipps.

Due to the most recent COVID-19 directive, attendance is strictly limited to 100 people and face covering must be worn at all times.
