He was predeceased by: his parents, James Howard and Bertha Howard (Miller); and his siblings, Jimmie Lou Slater, Wilma L. Kremers and Wilberton E. Howard (Gene).

He is survived by: his wife Betty Howard; his sons, Joe R. Howard, Jr. (Tammy) of Van Buren and Dale Wayne Howard (Dee Dee) of Rudy; his grandchildren, Brad Howard, Michael Howard, Kelci Fulmer, Hatlee West and Cayde West; his great grandchildren, Reece, Raelee Fulmer, Alaina, Michael Howard, Jr. and Jasmine Adams; his sister-in-law Kay Crowder of Rudy; his niece Donna Jean Dahlem; and his nephew Jimmy Dean Slater.
