He was predeceased by: his parents, Mitchell Baxter and Nora Bailey Baxter; and his siblings, Dester Odean Baxter (Dean), Lewis Baxter, Dorven Baxter (Butch), Verlin Baxter, Junior Baxter, Dorlin Baxter, Virginia Henson and Betty Jo McFadden.
He is survived by: his wife Debbie Martin Baxter; and his children, Bruce Baxter (Nora) of Phoenix, AZ, Bryan Baxter of Columbus, KS, Wendell Baxter of Boise, ID, Brenda Baxter of Garden City, ID and Melissa Higby of Rogers, AR. He is also survived by his 12 grandchildren, 25 great-grandchildren and 6 great-great-grandchildren.
