He was predeceased by: his parents, Jacob Jackson Carter, Sr. and Fannie May Carter (Haigwood); his wife Louise Carter; his son Nathan Matthew Carter; and his siblings, Johnny M. Carter, Jacob Charles Carter, Genova Douglas and Virginia Lou Houston.
He is survived by: his daughter Carmon Hill (Michael) of Osceola; and his siblings, Lonnie Joe Carter of Newport, Jimmy R. Carter of Newport and Louise King of Colorado Springs, Colorado. He is also survived by four grandchildren.
