He is survived by: his wife Teleena Barrett Kelley; his children, Johnny Edward Kelley of Oakland, Cecil Leonard Kelly III, Marshall, Jackie Marie Urban (Daniel) of Mountain Home and Brittany Nichole Estes (Ruger) of Pottsville; his grandchildren, Parker, Sean, Phoenix, Dean, Melody and Millie; his brother Loyd Kelly of Little Rock; and his cousin Ricky Beck.
