He was predeceased by: his parents, Authur R. (Artie Veasey Carter) and Monticello; his significant other Patsy Foster Carter; and his sisters, Marie Echols, Dean Cargill, Colleen Creighton, Lola McDaniel and Vonnie Daniels.
He is survived by: his children, Kimberly Ann Carter of Mabelvale and Bradley Steven Carter (Dorie) of Mabelvale; and his grandchildren, Shana Bree Offutt (Jeried) of Bauxite, Brittany Kaye Fell of Hot Springs, Carter Wayne Tanner (Anna) of Bryant and Madison Danielle Carter of Sherwood. He is also survived by 13 great-grandchildren.
