He was predeceased by: his wife Margaret Dean Colvert Velez; and his daughter Debra Lynn Velez Owings. He is survived by: his sons, Louis Duane Velez and Michael Wayne Velez; his grandchildren, Elizabeth Velez Martinez, Jennifer Velez Malone and Richard Owings II; his great grandchildren, Isabelle, Jake, Addison, Jack Michael, Aiden, Charlie, John Isaac, Elizabeth (Lizzie) and Margaret (Maggie); and his siblings, Lucille Askew, Analuisa Bures and Washington Velez (Tony). He is also survived by his grandkids while his daughter and son-in-law.
