He was predeceased by: his parents, Will Tolliver and Lula Bright Tolliver; his wife Linda Tolliver; his son Jacob Tolliver; and his siblings, Haywood Tolliver, Milton Tolliver, Edward Tolliver, Will Tolliver, Jr. and Cherry Tolliver Royal.
He is survived by: his children, Diontrez Tolliver, David Jr. Starks, Michael Starks, Shawanda Tolliver, Shalinda Starks, Phyllis Tolliver, Tonja Tolliver, Shalonda Starks and Priscilla Starks; and his siblings, Curtis Tolliver (Claudiane), Joyce Ann Tolliver Colbert, Norma Tolliver Colbert and Alice Tolliver. He is also survived by 16 grandchildren and 4 great-grandchildren.
