He was predeceased by: his parents, Richard Phelan and Elsie Phelan; his wife Kathleen Phelan; his daughter Darlene Garrett; and his siblings, Sam, Buel Nixon, Melvin Phelan, Tiny Freeman and Bertie Williams.

He is survived by: his children, Richard Phelan, Shawn Phelan, Steve Bullard, Kevin Bullard, Debbie Overstreet, Billie Mannion and Angela Birdsell. He is also survived by twenty grandchildren; thirty-two great grandchildren and numerous nieces and nephews.
