He was predeceased by: his parents, Cody Calvin and Belle Carter (McKown); his son Rich Carter; and his brothers, David and Steve Carter.
He is survived by: his wife Saundra Carter; his son Todd Hays of Fort Smith; and his siblings, Roger Carter of Fort Smith, Lila Mackey of Roland, Becky Walker of Fort Smith and Donna Payne of Fort Smith. He is also survived by three grandchildren.
