He was predeceased by: his parents, Percy Anderson and Elvia Vann, Sr. (Johnson); his son Eddie Jerome Starks; and his siblings, Billie Faye and Bobby E. Vann, II.
He is survived by: his daughter Ebony Yvette Vann of Indianapolis, Indiana; his grandchildren, Martell Williams and Natia Perry of Indianapolis, Indiana; his sisters, Barbara Grayson of Tulsa and Sundra Kay Vann of Newport, Michigan; his nieces and nephews, Charles Vann, Darrell Taylor, Barbara Vann and Monica Vann; and his close friend Linda Crow. He is also survived by nephews, nieces, and many other relatives, and close friends.
