He was predeceased by: his parents, Earl Thomas Carter and Alma Rose Carter; his wife Ruby Faye Carter; his son Gary Carter; and his siblings, Margaret Ashworth and Wilbert Carter.

He is survived by: his children, Marsha Boston (Jimmy) of Fort Smith, Shelia Wilkins of Fort Smith, Dennis Carter (Cynthia) of Fort Smith and Christopher Carter of Fort Smith. He is also survived by ten grandchildren; eight great grandchildren and numerous extended family and friends.
