She was predeceased by: her parents, James Madison and Ella Jane Nix Orr; her husband Hugh Edwin Phelan; her siblings, Ethel Fowler, Katie Mae Garrett, Fannie Bell Berry, Eugene Orr and Jack Orr; her daughter-in-law Frances Bass Phelan; and her nephew Charles Berry.
She is survived by: her sons, Jim Phelan (Paula) of Little Rock and Dick Phelan (Anna) of Benton; her grandchildren, Kristi Pierce (Brad) of Dallas, Tom Phelan (Wendy) of Little Rock, Patrick Phelan (Neely) of Little Rock, Todd Phelan (Sarah) of Bentonville and Brad Phelan (Michelle) of Dallas; her niece Carolyn Berry Cagle of Oak Ridge; and her nephews, Jerry Garrett of Roanoke, Virginia Garrett and Mickey Garrett of Malvern.
