He was predeceased by: his parents, Charlie Baxter and Billie Baxter. He is survived by: his wife Karon Hearn Baxter; his sons, Phillip Baxter of Monticello and Kris Baxter of Rogers; and his brother Paul Baxter of Conyers, GA.. He is also survived by four grand children.
