He was predeceased by: his parents, Norvin Waters and Annis Bryant-Waters; his brother Dan Waters; and his granddaughter Victoria Waters. He is survived by: his wife Patsy Waters; his sons, Scott Waters (Donna) of Fayetteville, NC, Carl Waters Jr. (Christy) of Roland, AR and Nick Waters; and his siblings, Annie Ruth Price, Norma Dean Bradshaw, Patsy Jo Howard and Ben Waters. He is also survived by 10 grandchildren, one uncle, many nieces and nephews and countless great grandchildren and numerous friends.
