He was predeceased by: his spouse Shirley Jean Roberts; his parents, John Lewis and Dola Valerie Phelan (Owens); his daughter Elizabeth Lucy; his siblings, John Lewis Phelan, II, Sarah Watson, Jimmy Phelan, William Owen Phelan, Betty Bracken, Jessie Melton Phelan, Thomas Phelan and Mary Lee Watson; and his grandson Derek Lucy.
He is survived by: his sons, Wesley Phelan of Bull Shoals, AR. and Dr. David Phelan of Rogers, AR.; and his siblings, Gary Phelan of Long Beach, CA. and Rebecca Talkington of Auburn, AL.. He is also survived by eight grandchildren and seven grandchildren.
