She was predeceased by: her spouse Billie Phelan; her parents, Virgil Cochran and Myrtle Cochran (Bradberry); and her brothers, Charles Cochran and James Cochran.
She is survived by: her children, Dewayne Phelan (Velma) of Corning, AR. and Pamela (Steve Higgs) of Rockford, IL.; and her grandchildren, Marinda (Michael Archer), Billy Phelan (Julie), Barry Higgs (Jenn) and Chris Higgs (Lori). She is also survived by 12 great-grandchildren and a great-great-grandchild.
