He is survived by: his wife Betty Sue Penn (Phillips); and his sons, Richard Thomas Penn (Janet), Jefferson Ray Penn (Lynne), William Jennings Penn (Casey) and John Michael Penn (Marla). He is also survived by 10 grandchildren; and 13 great-grandchildren.
Visitation was held on Wednesday, April 23rd 2025 from 12:00 PM to 1:00 PM at the North Bryant Baptist Church (2710 N Prickett Rd, Bryant, AR 72022). A funeral service was held on Wednesday, April 23rd 2025 at 1:00 PM at the same location. A burial was held on Wednesday, April 23rd 2025 at 2:30 PM at the Kentucky Cemetery.
Memorials may be made for the Missionary Baptist Seminary's student scholarships through North Bryant Baptist Church to the John E. and Betty Penn Memorial Scholarship Fund.
