He was predeceased by: his parents, Richardson Phelps and Frances Phelps; and his brother Anthony Phelps. He is survived by: his son Andrew Phelps (Rebekah); his siblings, Anne Phelps, David Phelps and Joseph Phelps (Kathy); and his granddaughters, Hannah and Abigail Phelps.
