He was predeceased by: his son Anthony Ray Mercer; his stepson Edward Wayne McCrory; his parents, Robert Lee Mercer and Bessie Jewel Mercer; and his brother Joe Frank Mercer.

He is survived by: his wife Betty J. Mercer; his children, Kenneth Wayne Mercer, Angela Gayle Mercer, Richard Dwayne Mercer and Billy Ray Mercer, Jr.; his stepchildren, Alan Scott McCrory, Melissa Mercer Brown and Melanie Mercer Johnson; and his brother Jackie Lee Mercer (Cammie). He is also survived by 9 grandchildren and many great grandchildren.
