He was predeceased by: his wife Brenda Clark Carter; and his sister Debra Zieglar. He is survived by: his children, Tasha Carter and James Carter; his sisters, Carolyn Spangler (Ceward) and Linda "Tootie" Miller (Tom); his grandchildren, Isaac, Austin, Matthew, Elyssa, Sebastin and Cessali; and his great grandchild Jamie Lynn Carter. He is also survived by nieces, nephews, extended family, and many caring friends.
