He was predeceased by: his parents, Patrick E. Milligan and Ruth Ann Cusic Milligan; and his stepbrothers, Richard Minor and Danny L. Minor. He is survived by: his siblings, George Milligan, Patrick E. Milligan Jr., Craig Milligan (Karen), Robert Milligan (Glenna), Marsha Foreman (Edward) and Deborah Staley; and his stepsiblings, David Minor, Donald Minor, Nancy Minor and Kathy Minor. He is also survived by numerous nieces, nephews, friends.
