He was predeceased by: his parents, Hiram Smith Phillips, Sr. and Ada Pearl Sims Phillips; his wife Lorene Austin Phillips; and his sisters, Elizabeth Phillips Lee and Julia Phillips Arnett.

He is survived by: his children, Betty Phillips Stricklen (Strick), Richard Hiram Phillips (Carleta), Donald Keith Phillips (Donna) and Gary Marvin Phillips (Angela). He is also survived by twelve grandchildren; and nineteen great grandchildren.
