He was predeceased by: his parents, Harvey Franklin Segars, Sr. and Ruth Owens Segars; and his brother Joe Segars. He is survived by: his wife Julia Harwell Segars; his children, Franklin Todd Segars (Todd) and Angela Segars Anderegg; his stepchildren, Emily Elizabeth Thomas and Tate Sanders Thomas; his children-in-law, Suzanne Johnson Segars, Alexandra Arrington Thomas and Matthew John Anderegg; his granddaughters, Grace Elizabeth Segars, Claire Elise Segars, Alana Ruth Anderegg and Regan Margaret Anderegg; and his brothers, Mike Segars and Tommy Segars.
