He was predeceased by: his parents, Ezra Palmer and Dollie Palmer; and his wife Dorothy Loggins Palmer. He is survived by: his children, Frank A. Palmer (Brenda), Robert L. Palmer (Angela) and Candice Masters (Member); his sisters, Ozell Givens, Anna Borie, Betty Cordar, Hazel Maddox and Rosie Weaver; his grandchildren, Mackenize Palmer, Austin Palmer, Toby Palmer, Mollie Palmer, Chris Thompson (Kelley) and Cassie Masters; and his great grandchildren, Katherine and Alex Thompson.
