He was predeceased by: his parents, Richard Edgar Milligan and Louise Morrell Milligan Williams; and his sister Glinda Clemmons. He is survived by: his wife Julia Hamby Milligan; and his children, Paul Milligan, Stephen Milligan (LaRay) and Paula Martin (Dencil). He is also survived by seven grandchildren and eleven great grandchildren.
