He is survived by: his children, Phillip Hoover, Sherry Mangum (John), Cynthia Elmore (Scott) and Bobby Ray Hoover II (BO); and his brother Roy Hoover (Joyce). He is also survived by 4 grandchildren, and 9 great-grandchildren.
