She was predeceased by: her parents, Hubbard Ledbetter and Eunice Ledbetter; and her grandson Matthew Tanner. She is survived by: her siblings, William, Aaron, Edward, James and Sue; her children, Larry (Susan), Rosa (Steve Tanner) and David (Kim); her grandchildren, Jeremy Lowery (April), Justin Lowery, Christy Warren (Shawn), Andrew Lowery (Calen) and Trey Lowery (Hollan); her great grandchildren, Samuel, Isaac, Sarah Lowery, Chase Warren and Eva Blake Lowery; her husband Judson Garner; her stepchildren, Ashley Langford, Allyson Segars and Blake Garner; and her grandchildren, Forrest Beverly, Matt, Ann Blake Langford and Isabella Seagers.

In lieu of flowers, Frances requested donations be made to Mt. Pleasant Baptist Church.
