He is survived by: his wife Elizabeth "Beth" Taylor Payne; his children, Kimberly D. Payne and Kevin E. Payne (Melissa); his siblings, Loretta Hart (Anthony), Joyce Bradley, Gaynell Rowland and Harlod E. Payne (Brenda); and his grandchildren, Benjamin Payne and Robyn Payne.
